National Development Planning Commission
The National Development Planning Commission (NDPC), on Monday, 22 June 2026, received a young Ghanaian software developer, Mr Isaac Nsiah, Lead Innovator of Monkix Ci, who presented AI-driven digital solutions aimed at strengthening citizen engagement and improving public service delivery in Ghana.
The engagement followed Mr Nsiah’s interest in the ongoing preparation of the Consolidated National Development Plan. Inspired by media reports and regional consultations conducted by the Commission across all 16 regions between February and March 2026, he developed innovative digital platforms to support a more citizen-centred planning process and subsequently requested an opportunity to present his ideas to the Commission.
During the meeting, held under the theme “Building Smarter Citizen Participation for National Development,”Mr Nsiah presented two digital platforms.
The first platform, HerCivic Watch, is an AI-enabled civic engagement tool designed to enable citizens to report location-specific concerns, share feedback on community development issues, and generate real-time data to support planning, monitoring, and decision-making. Beyond reporting, it promotes active citizenship, civic responsibility, and community participation. The concept aligns with NDPC’s ongoing “New Values, New Society”initiative, which promotes behavioural change as a foundation for sustainable national development.
The second platform, Akoma, is a digital health innovation designed to give citizens greater control over their personal health records, thereby improving access to and management of health information from the patient's perspective.
The discussion focused on the relevance of the proposed solutions, their practical application, and opportunities for integration with existing national systems and data platforms. Particular emphasis was placed on the potential of HerCivic Watch to strengthen civic participation and reinforce the values and behaviours critical to national development.
The Commission commended Mr Nsiah for his initiative, creativity, and commitment to leveraging technology for national development. It also provided technical guidance on how the platforms could be further refined to align with institutional needs and operational realities.
As a follow-up, a technical team from NDPC will engage further with Mr Nsiah and his team to refine the concepts and explore pathways for aligning the innovations with existing national planning and information systems. The engagement reflects NDPC’s continued commitment to promoting innovation, leveraging digital technology for development, and supporting home-grown solutions that contribute to Ghana’s national development agenda.
