National Development Planning Commission
The United Nations Resident Coordinator in Ghana, Mr Zia Choudhury, on Wednesday, 4 March 2026, paid a courtesy call on the Director-General of the National Development Planning Commission (NDPC), Dr Audrey Smock Amoah, to discuss ways to strengthen collaboration between the Commission and the UN system in support of Ghana’s national development priorities.
Welcoming the delegation, Dr Amoah expressed appreciation for the longstanding partnership between NDPC and the United Nations and reaffirmed the Commission’s commitment to deepening cooperation.
“We truly value the continued collaboration with the UN system. NDPC remains committed to working closely with our partners to ensure that development planning in Ghana remains coordinated, evidence-based, and aligned with both national priorities and global commitments,” she stated.
Dr Amoah noted that the Commission’s Annual Action Plan for 2026 focuses on strengthening policy-oriented research, improving coordination of national development planning, and enhancing monitoring and evaluation systems to support effective implementation of development policies and programmes.
She was joined by Directors of the Commission’s four technical divisions, who highlighted their strategic priorities.
The Policy and Research Division outlined its ongoing work on policy analysis and advisory support to Government, including coordinating Ghana’s reporting on the Sustainable Development Goals (SDGs) and preparations towards the High-Level Political Forum (HLPF). The Division is also supporting the development of a Human Capital Development Strategy to strengthen investments in education, skills, health, and productivity as a critical pillar for advancing Ghana’s medium- to long-term development aspirations.
The Plan Coordination Division provided updates on the coordination and certification of national, sector, and district development plans in line with the National Medium-Term Development Policy Framework. The Division also highlighted ongoing work to develop an electronic planning (e-planning) platform to streamline plan preparation and submission processes, improve alignment across sectors and districts, and strengthen the integration of spatial planning into development planning.
The Monitoring and Evaluation Division outlined its priorities for strengthening Ghana’s national monitoring and evaluation architecture. These include advancing the District Development Data Platform (DDDP) to support data collection and reporting from Metropolitan, Municipal and District Assemblies (MMDAs), and ongoing work to enhance the national results framework used to track implementation of development policies and programmes.
The Policy and Research Division also highlighted NDPC’s continued collaboration with development partners and research institutions to strengthen evidence-based planning. Efforts are also underway to enhance resource mobilisation and analytical tools to support macroeconomic and development planning.
Reflecting on NDPC’s broader strategic direction, the Director-General underscored the importance of ensuring coherence across national development frameworks and policies.
“We are working to strengthen coordination across development frameworks and ensure that national, sectoral, and sub-national plans are aligned with Ghana’s long-term development aspirations,” she noted.
In his remarks, Mr Choudhury reaffirmed the United Nations’ commitment to supporting Ghana’s development agenda and strengthening its collaboration with NDPC.
“NDPC plays a central role in Ghana’s development planning system, and the UN system recognises the importance of working closely with the Commission to ensure that our support aligns with national priorities,” he said.
He further noted that the UN is currently preparing the next UN Sustainable Development Cooperation Framework (2027–2031) and will work closely with NDPC to ensure that the framework reflects Ghana’s evolving development priorities.
“Our partnership with NDPC is critical to ensuring that UN support remains coordinated, strategic, and responsive to Ghana’s development needs,” he added.
The meeting reaffirmed the shared commitment of NDPC and the United Nations system to deepen collaboration in support of Ghana’s sustainable and inclusive development.
