NDPC Hosts Mozambique Delegation on Ghana’s Paris Agreement Implementation

A Mozambican delegation on a study trip to Ghana visited the National Development Planning Commission (NDPC) to learn about Ghana's experience in implementing Article 6 of the Paris Agreement.
The meeting, held on Thursday, 4 December 2025, formed part of a peer-to-peer exchange aimed at sharing Ghana’s experience in establishing institutional, regulatory and technical frameworks for cooperative approaches under Article 6.
Dr. Audrey Smock Amoah explained that NDPC, established by the constitution and defined by Acts of Parliament, advises the President on planning, implementation, monitoring, and evaluation across all sectors of the economy.
She further highlighted the importance of cross-cutting issues that span multiple sectors, underscoring NDPC’s role in ensuring coherence in national development.
She encouraged the delegation to freely interact with the NDPC team for clarifications beyond the formal presentation.
A Principal Analyst at NDPC, Madam Mercy Issah, in a presentation said NDPC’s role in climate change and Paris Agreement implementation is to mainstream interventions into Ghana’s planning systems at national, regional and district levels.
She highlighted the importance of linking development plans with budgeting through collaboration with the Ministry of Finance, ensuring that resources are mobilised effectively.
Madam Issah also emphasised monitoring and evaluation, capacity building and inclusive engagement with traditional leaders and the wider public to secure ownership, accountability and effective delivery of climate related interventions within Ghana’s development framework.
The Mozambique team expressed sincere appreciation to NDPC for the warm and gracious welcome extended to them during their visit.
Following NDPC’s presentation on its constitutional mandate and relevant legislation, the delegation engaged actively by asking questions about NDPC’s operational challenges and the strategies used to address them.
Their inquiries were aimed at drawing useful lessons and best practices that they could adapt and apply to strengthen their own national processes upon returning home.
The visit was designed to provide Mozambique with practical insights into Ghana’s institutional, regulatory and technical processes that enabled the country to reach Article 6 readiness and conclude its first Internationally Transferred Mitigation Outcome transactions.
