Ndpc Hosts African Human Capital Development Delegation To Boost Ghana’s Human-Capital Agenda

The strategic meeting provided an opportunity for both NDPC and HCD Plus to present their respective mandates and identify synergies to advance Ghana’s human capital development strategy.
In her welcome address, the Director-General of NDPC, Dr. Audrey Smock Amoah, observed that the timing of the engagement could not have been more opportune, as the Commission is currently developing the medium-term national development policy framework for 2026–2029.
Dr. Smock Amoah outlined the NDPC’s core mandate and further indicated that national development efforts are aligned with five key pillars: Economic Development, Social Development, Environment and Spatial Development, Governance and Institutional Development, and International Relations.
She assured the delegation of NDPC’s full commitment and support, including the appointment of a dedicated focal person to ensure seamless coordination with HCD Plus. She expressed gratitude for the interest in Ghana and reaffirmed the Commission’s readiness to specify priority areas requiring technical and financial assistance for the effective rollout of the national human capital development strategy.

Development) at DAI • Université de Lomé-Abuja, Federal Capital Territory, Nigeria highlighted the regional scope of the initiative, noting that HCD Plus has already supported Nigeria and Sierra Leone in developing their Human Capital Strategy documents and stands ready to assist Ghana in finalising its own.
He emphasised that the overarching objective is to create replicable, scalable models that enable African countries to mobilise resources and build sustainable capacity for long-term human capital development.
He further explained that HCD Plus is a regional coordination platform established with technical support primarily from the Bill & Melinda Gates Foundation. Its mission is to strengthen human capital systems across Africa through high-level advocacy, targeted technical assistance, enhanced data ecosystems, and improved policy coordination.

Dr. Essèboè reaffirmed HCD Plus commitment to supporting Ghana develop its national human capital strategy.
