He is an Agricultural Economist born on the 15^th of February 1958 in the Greater Accra Region. He holds MPhil in Agricultural Economics and B.Sc. (Hons) Agricultural Economics both from the University of Ghana, Legon. He has a very fruitful thirty-three year professional life as an Monitoring & Evaluation expert, Policy Analyst, Public Administrator and Research Coordinator.

Mr. David Quaye’s work at the presidency as a senior officer has enhanced his understanding of policy formulation processes. Also, his experience as a metropolitan chief executive makes him understand the decentralized agencies in the context of local government.
